Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.
Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.
Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.

Mr Hui has been Secretary for Financial Services and the Treasury since 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.
He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multi-national companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.
Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Schemes Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.
Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).
許正宇自2020年起出任財經事務及庫務局局長。他擔任香港鐵路有限公司董事及香港機場管理局董事會成員,並為九廣鐵路公司主席。
他於1999年至2003年期間任職特區政府政務主任,曾被調派到經濟發展科,香港特區政府駐北京辦事處和民政事務總署服務。許正宇在2003年離開政府後曾在香港交易所工作達13年,出任市場發展科董事總經理兼項目管理主管,亦擔任過上市和市場發展部門不同的高級崗位;也曾在私人市場一些跨國企業就職。他於2019年至2020年出任香港金融發展局行政總監。
許正宇曾經出任不同公職,包括香港城市大學校董會、強制性公積金計劃管理局程序覆檢委員會、香港交易所上市覆核委員會,以及香港會計師公會紀律小組的成員。
許正宇持有英國牛津大學哲學、政治及經濟系榮譽學士與碩士學位,以及INSEAD工商管理碩士學位。他亦曾參與史丹福大學行政人員培訓課程。
Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2022. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of intellectual property and consumer protection to boosting inward investment.
Before joining the Government, Mr Yau held key managerial positions in the aviation and logistics sector. He was Chief Executive Officer of Greater Bay Airlines, and prior to this, Chief Executive Officer of Cathay Dragon, Executive Director of Cathay Pacific Board, and Director Service Delivery of Cathay Pacific. Mr Yau managed different aspects of business operations throughout his career in the private sector, and also served on various advisory bodies of the Government.
Mr Yau holds a Bachelor of Business degree in Transport and Logistics from the Royal Melbourne Institute of Technology University. He is also a fellow of the Chartered Institute of Logistics and Transport in Hong Kong.

Mr Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019. He began his career as an Administrative Officer in the Hong Kong Government in 1986. He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later. He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.
Mr Yue has participated in numerous areas of the HKMA’s work. During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development. Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.
Mr Yue was educated at the Chinese University of Hong Kong and the Harvard Business School.
余偉文先生於2019年10月1日起出任香港金融管理局總裁。他於1986年加入香港政府為政務主任,其後於1993年加入當時新成立的金管局,一年後擢升處長。他於2001年獲委任為助理總裁,並於2007年獲委任為副總裁,直至出任現職。

Mr Cheung has been serving as the Chief Executive Officer of the Insurance Authority since August 2018 after retirement from the Administrative Service. Senior positions that he held in the Government include Commissioner of Insurance (2006-2009), Postmaster General (2009-2011), Commissioner of Customs and Excise (2011-2015), and Secretary for the Civil Service (2015-2017).
At the global and regional levels, Mr Cheung is a member of the Executive Committee of the International Association of Insurance Supervisors and Chair of its Audit and Risk Committee, an incumbent member and former Chairman of the Asian Forum of Insurance Regulators (2018-2023), as well as a member of the Professional Advisory Board set up by the Asian Institute of International Financial Law at the University of Hong Kong.

Dr Eric Yip is a member of the Securities and Futures Commission (SFC). He is also an Executive Director heading the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. The Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness.
Dr Yip is a seasoned financial professional having in-depth knowledge of the operation and regulation of the financial markets in Hong Kong and Mainland China. Prior to joining the SFC, he held senior roles in banking, asset management and Hong Kong Exchanges and Clearing Limited. He began his career as a Management Consultant at McKinsey and Company.
Dr Yip sits on the SFC’s Executive Committee.

Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.
Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.
Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council.
Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.

Ms. Cheong joined the Government in 2017 as Political Assistant to the Secretary for Innovation and Technology and was appointed as Under Secretary for Innovation, Technology and Industry in July, 2022.
Before joining the Government, Ms. Cheong served as Assistant to Executive Director and Joint General Manager at a listed company, and had experience in operation and management of real estate development, cross-boundary retail, technology investment, business development and restructuring, digital transformation, investor relations, etc. In addition to profound knowledge in the business sector, Ms. Cheong has extensive public service experience including serving as a co-opted member of the Community Building Committee of the Wan Chai District Council, adviser to a think tank, etc.

Mr. Wang has joined AntChain since August 2023. He joined Ant Group in September 2008. From July 2017 to January 2020, he was a senior director of Alipay business line of Ant Group. Mr. Wang was the Chief Software Architect of Ant Group from January 2020 to August 2023. He served as CTO of Alipay business line and was also a member of Alipay Strategy Team from August 2021 to August 2023, to lead the whole technology work of Alipay.
Mr. Wang obtained his bachelor’s degree in Computer Science from Wuhan University of Technology and master’s degree in Computer Science from Vaxjo University, Sweden in June 2006 and August 2006, respectively. He is an EMBA candidate of China Europe International Business School.
Mr. Wenhui Yang, is currently in charge of the business development of Tenpay Global, Tencent’s cross-border payment platform that bridges the world’s payment networks with Weixin’s ecosystem in China. Tenpay Global offers comprehensive, secure, and high-performance financial services for cross-border consumption, remittance, and e-commerce, facilitating international capital flows.
Prior to joining Tencent, Mr. Yang was the General Manager of UnionPay International Southeast Asia, where he led the team to actively participate in both domestic and cross-border e-Payment infrastructure building in the region. Before that, he was with American Express China and worked on business management and business development. He was deeply involved in the first batch of American Express issuing projects in China.
Wilfred Yiu was appointed Deputy Chief Executive Officer of Hong Kong Exchanges and Clearing Limited on 1 March 2024.
In addition to this role, Mr Yiu acts as Co-Chief Operating Officer and Co-Head of Markets, with oversight of HKEX’s Markets and IT divisions. He is also Chief Executive of HKEX’s wholly-owned subsidiaries, The Stock Exchange of Hong Kong Limited and Hong Kong Futures Exchange Limited.
Mr Yiu joined HKEX in 2019 as Head of Markets and was named Co-Chief Operating Officer in 2023. Since joining the Group, he has played a leading role in strengthening HKEX’s market infrastructure and diversifying its product and service ecosystem. He oversaw the launch of major initiatives including significant expansion to the Connect Programme, enhancement of Hong Kong’s role as Asia’s ETF marketplace, the rollout of Severe Weather Trading arrangements for Hong Kong market, HKD-RMB Dual Counter Model and Derivatives Holiday Trading, providing investors with greater opportunities and wider crossborder market accessibility.
Mr Yiu has nearly 30 years of experience in international capital markets and has worked at global banks in the US, Mainland China, and Hong Kong. Prior to joining HKEX, he had a 20-year career with Goldman Sachs, where he was last Deputy Chief Executive Officer and Chief Operating Officer at Beijing Gao Hua Securities Company, a joint venture of Goldman Sachs in Mainland China, and was responsible for the company’s China sales and trading businesses. Previously, Mr Yiu was Head of Credit Structured Products for Asia at Goldman Sachs in Hong Kong.
Mr Yiu is a member of the Supervisory Committee for the Tracker Fund of Hong Kong and a member of the Advisory Committee for the Securities and Futures Commission. He is also a member of the Hong Kong Academy of Finance, an advisory board member of Research Institute for Business, and a Professional Fellow of the Honours Academy of The Hang Seng University of Hong Kong. He served as a governor for the board of the Dalian Commodity Exchange in China from 2015 to 2017.
Mr Yiu holds a Master’s degree in Computer Science from Stanford University and an MBA in Finance from the Stern School of Business at New York University.
William Wong is the Senior Vice President at GienTech. He oversees the operations of GienTech in Hong Kong, ASEAN and new markets, driving the overall strategy and execution across these regions with a focus on digital transformation and innovation for the BFSI sector. Wilson Cheng is Head of East Asia, Institutional and VIP Business for Coinbase. Mr. YU Bin currently serves as vice president of CPIC, chairman of CPIC Technology and director of CPIC P/C. Mr. YU previously served consecutively as deputy general manager of the Non-marine Insurance Department and Underwriting & Claims Department of CPIC P/C, general manager of the Market R&D Centre and the Market Department of CPIC P/C, chief marketing officer and deputy general manager of CPIC P/C, and assistant president of the Company. Mr. YU has a master’s degree.

Zak Allom is CEO and Co-Founder of BetaSmartz, global B2B wealth & asset management technology business offering financial institutions a full range of software solutions that reduce cost & maximise efficiency through automation and optimise business outcomes by enhancing all aspects of investment management and client engagement. Having spent several years as a professional musician, Zak started his financial services career in 1997 as an equities trader in London. Since then, he has spent 25+ years specialising in the wealth and asset management sector, and co-founded BetaSmartz in late 2016 with John James, with whom he had co-founded a European wealth & asset management business in the early 2000s.
Zhang Xiaojun joined the Company in 2005 as the Company's Chief Strategy Officer and later as the Company's CTO. Before that, he worked in Huawei for 18 years, responsible for the maintenance of multiple products, such as firewalls, routers, switches, VoIP, and desktop servers, and the management of solutions. We have accumulated a wealth of experience in research, development, marketing, and production. Mr. Zhao Qingyuan graduated with a master's degree from Tsinghua University. After graduation, he joined GE and has been working in the R&D department. In 2016, Zhao Qingyuan joined Alibaba Cloud Intelligent Group as a Solutions Architect and currently serves as the Chief Solutions Architect for the New Finance sector, bringing extensive experience in cloud and AI solutions. Mr. Zhao has served leading clients in China's financial services industry, including payment, securities, and Web3 sectors, helping them leverage Alibaba Cloud's cloud-native capabilities to achieve ultra-low latency, high availability, and low-cost cloud architectures. Additionally, by utilizing Tongyi's large model capabilities, he has assisted financial clients in implementing numerous use cases in areas such as customer service, marketing, financial analysis, and internal efficiency improvements.
