Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.
Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.
Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.

Mr Hui has been Secretary for Financial Services and the Treasury since 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.
He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multi-national companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.
Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Schemes Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.
Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).
許正宇自2020年起出任財經事務及庫務局局長。他擔任香港鐵路有限公司董事及香港機場管理局董事會成員,並為九廣鐵路公司主席。
他於1999年至2003年期間任職特區政府政務主任,曾被調派到經濟發展科,香港特區政府駐北京辦事處和民政事務總署服務。許正宇在2003年離開政府後曾在香港交易所工作達13年,出任市場發展科董事總經理兼項目管理主管,亦擔任過上市和市場發展部門不同的高級崗位;也曾在私人市場一些跨國企業就職。他於2019年至2020年出任香港金融發展局行政總監。
許正宇曾經出任不同公職,包括香港城市大學校董會、強制性公積金計劃管理局程序覆檢委員會、香港交易所上市覆核委員會,以及香港會計師公會紀律小組的成員。
許正宇持有英國牛津大學哲學、政治及經濟系榮譽學士與碩士學位,以及INSEAD工商管理碩士學位。他亦曾參與史丹福大學行政人員培訓課程。
Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2022. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of intellectual property and consumer protection to boosting inward investment.
Before joining the Government, Mr Yau held key managerial positions in the aviation and logistics sector. He was Chief Executive Officer of Greater Bay Airlines, and prior to this, Chief Executive Officer of Cathay Dragon, Executive Director of Cathay Pacific Board, and Director Service Delivery of Cathay Pacific. Mr Yau managed different aspects of business operations throughout his career in the private sector, and also served on various advisory bodies of the Government.
Mr Yau holds a Bachelor of Business degree in Transport and Logistics from the Royal Melbourne Institute of Technology University. He is also a fellow of the Chartered Institute of Logistics and Transport in Hong Kong.

Mr Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019. He began his career as an Administrative Officer in the Hong Kong Government in 1986. He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later. He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.
Mr Yue has participated in numerous areas of the HKMA’s work. During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development. Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.
Mr Yue was educated at the Chinese University of Hong Kong and the Harvard Business School.
余偉文先生於2019年10月1日起出任香港金融管理局總裁。他於1986年加入香港政府為政務主任,其後於1993年加入當時新成立的金管局,一年後擢升處長。他於2001年獲委任為助理總裁,並於2007年獲委任為副總裁,直至出任現職。
余先生在金管局先後負責不同範疇的工作。任職副總裁期間,他負責儲備管理、研究事務、對外事務以及市場發展,推動了多項重要金融政策和項目。余先生積極參與了金融危機的應對工作,並在優化聯繋匯率制度的過程中擔當重要角色。

Mr Cheung has been serving as the Chief Executive Officer of the Insurance Authority since August 2018 after retirement from the Administrative Service. Senior positions that he held in the Government include Commissioner of Insurance (2006-2009), Postmaster General (2009-2011), Commissioner of Customs and Excise (2011-2015), and Secretary for the Civil Service (2015-2017).
At the global and regional levels, Mr Cheung is a member of the Executive Committee of the International Association of Insurance Supervisors and Chair of its Audit and Risk Committee, an incumbent member and former Chairman of the Asian Forum of Insurance Regulators (2018-2023), as well as a member of the Professional Advisory Board set up by the Asian Institute of International Financial Law at the University of Hong Kong.

Dr Eric Yip is a member of the Securities and Futures Commission (SFC). He is also an Executive Director heading the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. The Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness.
Dr Yip is a seasoned financial professional having in-depth knowledge of the operation and regulation of the financial markets in Hong Kong and Mainland China. Prior to joining the SFC, he held senior roles in banking, asset management and Hong Kong Exchanges and Clearing Limited. He began his career as a Management Consultant at McKinsey and Company.
Dr Yip sits on the SFC’s Executive Committee.

Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.
Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.
Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council.
Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.

Ms. Cheong joined the Government in 2017 as Political Assistant to the Secretary for Innovation and Technology and was appointed as Under Secretary for Innovation, Technology and Industry in July, 2022.
Before joining the Government, Ms. Cheong served as Assistant to Executive Director and Joint General Manager at a listed company, and had experience in operation and management of real estate development, cross-boundary retail, technology investment, business development and restructuring, digital transformation, investor relations, etc. In addition to profound knowledge in the business sector, Ms. Cheong has extensive public service experience including serving as a co-opted member of the Community Building Committee of the Wan Chai District Council, adviser to a think tank, etc.

He provides Alibaba Cloud computing technology solutions for banks, securities, asset management, financial technology, and pan-financial industries.
Mr. Yu Mike (Kun) has served industry-leading international financial information service providers, financial software suppliers, Internet financial technology companies, foreign banks, etc. He has rich practical experience in information construction in the financial industry and has provided system construction consulting and implementation services for many foreign banks, state-owned policy banks, commercial banks, joint-stock banks, and city commercial banks. He also has rich experience in Internet financial technology, industrial finance, consumer finance, etc.
Dr. Miles Wen is CEO and Co-Founder of Fano Labs Limited, a spin-off company from the University of Hong Kong (HKU) that has closed multiple rounds of fundings from renowned investors such as Horizons Ventures, Gobi Partners and Openspace Ventures. Dr. Wen specializes in information and communication technologies, optimisation algorithms, big data, and machine learning and has numerous academic publications and patents. Since 2016, he was appointed as Adjunct Assistant Professor (Electrical and Electronic Engineering) at HKU, where he takes active role in guest lecturing in topics related with technology transfer, startups, and artificial intelligence applications.
Dr. Wen also actively contributes to the technology ecosystem. He is an active mentor at the iDendron Incubation Program at HKU, Founding Vice President of HKSTP Startups Alumni Association, EEE Industry Advisory Committee Member, School of Engineering, RMIT University, Member of Hong Kong Trade Development Council Electronics / Electrical Appliances Industries Advisory Committee, and Member of the Expert Review Panel of Logistics and Supply Chain MultiTech R&D Centre.
Dr. Wen received his B.Eng. (CE) with First Class Honors and Ph.D. (EEE) from HKU in 2011 and 2015, respectively. He was also a Fulbright Scholar of Electrical Engineering & Computer Science at University of California, Berkeley.
Nailesh Shah is the Head of Digital Platform and Content Commercialization for Citibank Hong Kong overseeing client facing digital touch points and leveraging content to drive the engagement for the Wealth business in Hong Kong.
Previously, Nailesh was Head of Digital Channels and Experience for Citibank Hong Kong overseeing digital channels and their integration with the online & offline client experience for the consumer banking.
Prior to Citi HK, Nailesh was Regional Head of Digital Engagement & Unsecured lending Journey with Citi Singapore, where he was responsible for the strategic integration of service innovations to enhance credit cardholders’ digital experience and driving mobile engagement for all retail clients.
Nailesh joined Citi Japan in 2012 as the digital business strategy manager, leading diversified innovative initiatives, including mobile banking and online rewards redemption platform. He then took up the role of cards portfolio manager, focusing on client retention and portfolio management.

Nan Shi is an AI Engineer from IBM APAC's Client Engineering team. He holds a Ph.D. in mathematics from Northwestern University and is recognized as an Open Group Master Certified Data Scientist. Nan has dedicated himself to research and projects across various fields of artificial intelligence, including Generative AI, computer vision, natural language processing, quantum computing, machine learning, and deep learning.
Joining IBM in 2021 as a data scientist, Nan quickly demonstrated his expertise in AI. He has spearheaded numerous Data and AI modernization initiatives for leading enterprises in various sectors, including finance, automotive, retail, and healthcare. Since 2023, he has concentrated on the adoption of generative AI, ensuring trustworthiness through AI governance, and developing standardized processes for the LLM lifecycle.
Nancy Cheng currently serves as the Principal of Strategic Planning and Corporate Development at Hang Seng Bank. In her position, she is responsible for overseeing firm-wide innovation projects and strategic partnerships, focusing on areas such as the Central Bank Digital Currency (CBDC) and the development of new business models with innovation companies.
Before joining Hang Seng, Nancy gained extensive experience in mergers and acquisitions across various industries. Additionally, she possesses a strong background in the insurance sector from her tenure at a regional insurance firm.

Neil Tan has over 20 years of experience in Corporate Strategy, Mergers & Acquisitions (M&A), Business Development and Partnerships -- across Banking (HSBC, Deutsche Bank), Management Consulting (Boston Consulting Group BCG) and Industry (Philips Electronics, Siemens).
Neil is the Managing Partner at Tsunami Advisors, an advisory and consulting firm dedicated to helping FinTech, Artificial Intelligence, Digital Asset, and Web3 firms expand, grow and scale in the Asia Pacific Region.
Prior to this, Neil served as the CEO of Neptune Digital, an award-winning blockchain start-up under the Cyberport Incubation Program (CIP). He was previously the Head of Business Development, Asia Pacific in the Digital Partnerships & Innovation Team at HSBC, where he focused on Banking-As-A-Service (BaaS) and Embedded Finance, including digital payments, lending, wealth and insurance.
Neil is the Chairman of the Artificial Intelligence Association of Hong Kong (AIHK), Former Chairman and Board Member of the FinTech Association Hong Kong (FTAHK), and a Member of the Hong Kong Government Task Force on Promoting Web3 Development (HKSAR Web3 Task Force).
Niki has started her career managing large scale transformation projects in investment banking at Morgan Stanley. In 2014 she joined boutique consulting firm, Capco where she continued service tier 1 banking clients. Equipped with experience from large to entrepreneurial organizational structures, she eventually moved onto having her independent consulting practice.
Since 2019 her focus has been directed towards the ever evolving world of digital assets and blockchain technology. In 2020 she joined the Crypto Valley Association and has been serving as Executive Director and Lead Organizer of the Crypto Valley Conference. In her role she’s leading strategic initiatives which connect and advocate for the crypto and blockchain industry in Switzerland.
Oliver Hughes is Head of International Business at TBC Bank Group.
Oliver oversees the Group’s international expansion strategy. His current focus is scaling the Group’s fast-growing consumer lending-led digital bank and payments business in Uzbekistan, working closely with Nika Kurdiani, CEO of TBC Uzbekistan Operations.
Oliver is a renowned fintech entrepreneurial manager with a successful track record of building and scaling fintech companies, including Tinkoff, one of the largest digital banks in the world. As the CEO of Tinkoff, Oliver led the company from 2007 to 2022 to become the most profitable digital bank worldwide, currently serving over 40 mn customers. Oliver navigated the company through three major macroeconomic crises while maintaining the bank’s profitability and healthy balance sheet. In 2013, he led Tinkoff to a highly successful IPO on the London Stock Exchange.
From April 2022 to February 2023, Oliver advised Breeze Ventures, a digital lending startup that launched its operations in the Philippines. Before Tinkoff, Oliver worked for Visa International for a decade, including as Head of Visa in Russia from 2004 until 2007. Prior to Visa, he held various positions including at Reebok, Shell UK and the British Library.

Otto has 20+ years of work experience in information security and cybersecurity, with a focus on cloud security, data protection and privacy, and incident response in recent years. He has extensive experience in the financial services industry, where he has defined global policies and standards, reviewed compliance, served as the representative in Asia for handling security incident response from APAC countries, provided security awareness training, and conducted on-site compliance reviews in various offices across APAC.
He also dedicates his time, skills, and knowledge through volunteer services in professional associations. In 2016, he served as the chairperson of the Professional Information Security Association. He holds certifications including CCSP, CISSP, CSSLP, CISA, CDPSE, and GLEG.
Currently, Otto is the Head of HKCERT. Prior to joining HKCERT, he worked as the Security Assurance Lead for APAC New Markets at Amazon Web Services (AWS). As a member of the global AWS Security team, Otto served as the regulatory expert on regional and domestic regulations regarding cybersecurity, cloud security, data protection and privacy, security compliance, and operational resilience. He engaged with regional and domestic regulators and published white papers on regulatory requirements and web pages on data privacy for Hong Kong, Indonesia, Malaysia, and Thailand.

The Roadmap is currently under review and expected to be released in May 2024. Patrice has been published as Web3 expert in Harvard Business Press.
Patricia is our Chief Operating Officer (COO) at IDA, where she oversees day-to-day operations, providing internal leadership and direction to ensure the effective implementation of the company's strategies. Additionally, Patricia also plays a key role in facilitating dialogues and discussions with government bodies and financial institutions on behalf of IDA and its HKD-referenced stablecoin, HKDA.
Patricia is a seasoned COO and senior executive with extensive experience at top global and local financial institutions. With experience in both New York and Hong Kong, she worked at Goldman Sachs, Morgan Stanley, Hong Kong Exchange & Clearing Limited (HKEX), and Value Partners, holding leadership positions across banks, brokers, private equity, and the stock exchange for over 15 years. In addition to her financial institution experience, Patricia has also gained vast experience in start-ups and business incubation. Currently, Paul is the Senior Corporate Partnerships Manager, cultivating long-term relationships with our partners and sponsors in the Fintech space. Prior to Finoverse, he successfully launched a new catering vertical across APAC at Foodpanda, showcasing his strategic planning and cross-functional collaboration skills that drove significant revenue and vendor growth.
Paul has navigated diverse work environments across the UK, France, Canada, the Maldives, Singapore and Hong Kong. His international education and fluency in English and French have enhanced his ability to connect with a wide range of stakeholders, allowing him to excel in various roles across multiple industries.

Prior to joining AXA Hong Kong and Macau in 2018, Sally was with AIA Group for more than 11 years in various senior positions including Regional Director in Financial Planning and Management and Regional Business Development Director. She spent 7 years in Tokyo with Allianz Fire and Marine Japan Ltd as Chief Financial Officer and other senior positions. She started her career in KPMG Hong Kong in 1996.
Sally serves as a member of the HKFI Governing Committee Members, a Councillor of the General Insurance Council (GIC), the Chairman of the Virtual Asset Insurance Working Group, and a Councillor of the Life Insurance Council (LIC). She is also a member of the Industry Advisory Committee on General Business for the Insurance Authority, a Council Member of the Motor Insurers’ Bureau of Hong Kong and a member of the Market Development Committee for the Financial Services Development Council. Sergej Kunz is the co-founder of the 1inch Network, a distributed network of decentralized protocols that enable the fastest, most lucrative and protected operations in major blockchain ecosystems.
From 2015 to 2019, Sergej worked for Mimacom consultancy, running projects for major customers, such as Bosch, Siemens and Porsche. After joining Porsche on a full-time basis, he gradually shifted towards cybersecurity.
Sergej's first introduction to the crypto space dates back to 2012. After mining Ethereum for years, he launched a YouTube show, CryptoManiacs, in which he did live security audits of smart contracts. Anton Bukov, the 1inch Network's eventual co-founder, soon joined him as a co-host.

In the past, his research was funded by the European Commission, the Japanese Ministry of Education, and the Konrad Adenauer Foundation, and it has been published by peer-reviewed journals and think-tanks including Carnegie Europe and the Stockholm International Peace Research Institute.

Prof. Yao Wang is the Director General of the International Institute of Green Finance at Central University of Finance and Economics (https://iigf.cufe.edu.cn/index.htm). She serves as the Deputy Secretary-General of the Green Finance Committee, China Society for Finance & Banking, and an advisor to the Green Development Committee of the Securities Association of China. Her research on the green economy and sustainable finance, is highly influential, encompassing over 300 published papers, leading more than 100 research projects, and authoring 34 monographs. Awarded the "Outstanding Contribution Award" in 2019 at the Annual China Excellent Green Finance Awards from "Asian Money."
