Mr Daniel Cheung JP is currently the Deputy Commissioner for Digital Policy (Digital Infrastructure) of the Government of the Hong Kong Special Administrative Region. He supports the formulation of policies and strategic initiatives for driving the development of digital government and smart city in Hong Kong by strengthening local digital infrastructure, fostering the development of local IT industry and facilitating closer collaboration with the Mainland on the connectivity of digital infrastructures and data, with a view to laying a solid foundation for accelerating the development of digital economy. In addition, he oversees and implements policies and measures relating to project governance and cybersecurity of government IT systems. As a strong advocate for digital inclusion, Mr Cheung actively promotes wider adoption of digital technologies in the community. With over 30 years of professional experience in the field of IT, his expertise contributes significantly to the continuous advancement of Hong Kong’s digital landscape.
As the Deputy Commissioner (Data Governance), Mr. Donald Mak has been actively involved in promoting Government’s agenda for innovation, technology adoption and public services improvement. He also played a key role in the implementation of a number of digital government infrastructures (including the government cloud infrastructure, big data analytics platform, shared blockchain platform, consented data exchange gateway, iAM Smart, Digital Corporate Identity Platform) and the formulation and implementation of open data policy.
Mr. Mak joined the Government in 1989. Since then he has assumed various important duties including formulation and implementation of facilitation strategy and initiatives for ICT industry development, data centre development, digital inclusion, ICT co-operation with the Mainland and overseas economies as well as the implementation and management of various government ICT systems and services.
Mr Enoch Fung is currently the Chief Executive Officer (CEO) of the Hong Kong Academy of Finance (AoF). In this capacity, he also serves as the Executive Director of the Hong Kong Institute for Monetary and Financial Research (HKIMR), the research arm of the AoF.
Mr Fung joined the Hong Kong Monetary Authority (HKMA) in 2011, and had worked in various areas including the financial stability surveillance, market development, and international financial cooperation initiatives. Mr Fung has been on secondment from the HKMA to the AoF to take up the CEO post since July 2023. Prior to joining the HKMA, Mr Fung was a Senior Economist with Goldman Sachs (Asia), where he specialised in Asia-Pacific macroeconomic and investment research. Mr Fung holds a Bachelor of Science degree in Statistics and a Bachelor of Commerce degree in Economics from the University of Auckland, and a Master of Commerce degree in Advanced Economics from the University of New South Wales.
George Chou has been appointed as Chief Fintech Officer of the Hong Kong Monetary Authority (HKMA) since September 2023, with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia. He joined the HKMA in 2009 and had since taken up different positions, including overseeing technology risk management of banks, and licensing and supervision of stored value facilities, before being appointed as Chief Manager of the Financial Infrastructure Development Division in 2022. Prior to joining the HKMA, Mr Chou served various roles in the private sector of financial industry for over 10 years. Mr Chou holds a Bachelor of Computer Science and Engineering degree and a Master of Business System degree from the Monash University, and a Master of Management degree in Financial Management from the Macquarie University.
Ms Elizabeth Wong is a Director and Head of Fintech unit of the Intermediaries Division of the Hong Kong Securities and Futures Commission.
Her work involves the formulation of the Commission’s policy on fintech matters and leading and supervising the licensing application approval process for virtual asset trading platforms, robo-advisers, virtual asset fund managers and traditional securities and asset management firms. Prior to taking up this role, Ms Wong worked in the Investment Products Division and the Intermediaries Supervision Department and played a key role in Commission-wide policy initiatives including developing and enhancing Hong Kong as an international asset management centre and introducing guidelines for regulating the sale of investment products through online distribution and advisory platforms.
Ms Wong practised as a banking and finance lawyer in Hong Kong prior to joining the Commission.
As the Global Head of Financial Services, Fintech & Sustainability at InvestHK, the department of the Hong Kong SAR Government responsible for attracting Foreign Direct Investment, King’s mission is to enrich the ecosystem and contribute to raising the long term competitiveness and innovation of the financial services, fintech and sustainability sectors in Hong Kong. King achieves this goal through collaboration with a broad range of stakeholders – regulators, financial institutions, investors, fintech and sustainability companies, associations, etc. in Hong Kong, the Greater Bay Area, and other major international financial, fintech and sustainability hubs.
Prior to joining the government, King had a diverse private sector background as a serial tech entrepreneur, angel investor, fintech lecturer where his first data-related startup was established through seed investment from Credit Suisse. His startup served numerous world-renowned financial institutions in wealth management, insurance, personal finance, etc. Prior to embarking on his entrepreneurial journey, King was a management consultant at Booz Allen & Hamilton and KPMG Consulting in the US, as well as a venture capitalist at Innovate@, a technology fund jointly run by Booz Allen & Hamilton and Lehman Brothers in the US.
King received his MBA in Finance and Strategy (honors) from the University of Chicago and BSc in Mechanical Engineering (honors) from the University of Wisconsin – Madison.
Alvin is the Head of Supervisory Technology at the Hong Kong Monetary Authority (HKMA), responsible for implementing Supervisory Technology (Suptech) across different banking functions of the HKMA, facilitating the adoption of Regtech and Fintech in the financial services industry as well as overseeing the use of novel technologies such as Distributed Ledger Technology (DLT) and Generative Artificial Intelligence (Gen AI). His background includes roles as a management consultant at an international accounting & consultancy firm and a security strategist at one of the major cloud service providers. He holds a master’s degree in Criminal Justice and Cybersecurity.
Ian Glasner is the Group Head of Emerging Technology, Innovation, and Ventures at HSBC. In this role he leads the global teams covering AI, Digital Assets and Currencies, Quantum, Venture Capital, Product Incubation, and Digital Partnerships. Prior to this role, Ian was the Managing Director and Chief of Staff for the Global Technology and Operations division at HSBC.
Ian has also held key product and sales roles at Google Cloud, Hewlett Packard Enterprise, and Apple. Early on in his career, Ian founded a technology company in the restaurant space.
Ian has started two non-profit efforts in Haiti and currently serves as a Board Member for Global Fund for Children. Ian also served as an Advisory Board Member to the President of Carnegie Mellon University for five years.

Inmoo has more than 15 years of experience in corporate development and business strategy in various corporations and has taken on management consulting and economic research roles.
He joined ADDX in 2019 as Co-Founder and Head of Business Strategy and Growth, where he spearheaded ADDX's fundraising efforts and developed the company's strategy to build a viable financial ecosystem. He also took charge of customer acquisition (both issuers and investors) and investor relations. Inmoo was appointed Chief Operating Officer in 2021 and managed the company's day-to-day operations, including commercial growth and tech developments. Italo is an adviser at the BIS Innovation Hub, Hong Kong Centre, being one of those responsible for the mBridge project and providing technical assistance to other projects. Specialist in blockchain, web3 and decentralized identity, he worked from 2017 to 2023 at Consensys, as co-founder and technical leader of the Serto project, an enterprise solution for decentralized corporate identity, and previously as a software engineer and blockchain specialist in other projects. From 2016 to 2017, he was CTO of a credit card acquirer in Brazil.
In 2010, he founded Velis, a sales team management SaaS, working as an entrepreneur until 2016. From 2007 until 2014, he worked as an entrepreneur launching the first mobile trading platform in Brazil which has been distributed by Agência Estado, Àgora brokerage house and TIM (Telecom Italia Mobile) Brazil. Between 2005 and 2007, he was technical director of a software house with over 120 software developers. Before that, he worked as a software engineer for small startups. Jack Ho is an adviser in the BIS Innovation Hub Hong Kong Centre seconded from the Hong Kong Monetary Authority. His focus areas include CBDC and next-generation payment systems. Previously, he was a cybersecurity manager in the Hong Kong Monetary Authority specialised in cybersecurity assessments and security policies. Prior to that, he worked in the public sector and took part in system design and implementation of numerous mission-critical IT systems for the Hong Kong Government and statutory bodies. Jack holds a Bachelor of Information Engineering (Honours) degree from the University of Hong Kong.

Jamie is also the Regional Director of FDATA, a Global Trade Association providing services to the Open Data ecosystem, and Founder of Open Data Australia.

Javier Hernani took up his role of Head of the Securities Services business unit and he is member of the Executive Board of Six Group, since January 2021, after the takeover of BME by SIX. He is also CEO of Bolsas y Mercados Españoles, Sociedad Holding de Mercados y Sistemas Financieros, SA, since April 2017 and President of Federación Iberoamericana de Bolsas since September 2023. He served as General Manager of BME from December 2012 to April 2017, with the specific role of coordinating the action of business units and corporate areas. Chairman of the Risk and Security Committees as well as Member of the board of several subsidiaries. Jeremy Waite leads Guy Carpenter’s Cat Centre of Excellence for APAC, tasked with adding and enhancing GC’s offering for Property Cat in the region. Previous to this his role was head of Property Treaty for ANZ, encompasses managing client relationships, develop viable client-centred solutions all based in a thorough grounding in risk quantification. Jeremy has been at GC for 9 years+ and has 32 years of insurance / reinsurance experience of these the last 18 have been reinsurance Broking.

Jingjing advised his clients on formation of all types of private funds in all major jurisdictions globally, including Hong Kong, Cayman Islands, Singapore, Mauritius, the Channel Islands, the United Kingdom, Luxembourg and Delaware. Lapman Lee is a Professor of Practice (ESG, FinTech, Governance) and a convenor of the HK Polytechnic University Corporate Sustainability & Sustainable Finance Center (CESEF).

Shu-Pui Li joined the Central Bank of U.A.E. (CBUAE) in November 2018 and is currently the Advisor on Banking Operation matters to the Governor Office. His major responsibilities include the development of the Fintech Strategy for CBUAE; implementation of the National Payment Strategy and the continued enhancement of the financial market infrastructure of U.A.E.; and the provision of advisory support to the cash management operation of CBUAE.

Lucy Wong is an Advisor at the Bank for International Settlements Innovation Hub (BISIH) and leading on innovation projects on digital assets, stablecoins, central bank digital currencies (CBDCs) and deposit tokens. She recently completed Project Dynamo which delivered a prototype platform for using stablecoins/digital tokens for SME finance in a supply chain. The project also delivered a survey study on the potential wholesale use cases of stablecoins, CBDCs and deposit tokens as well as related regulatory outlook and adoption challenges.
Prior to the BISIH, Lucy worked at the Hong Kong Monetary Authority (HKMA) and was responsible for banking crisis prevention and management. During her time at the HKMA, she led the development of the HKMA’s policy on Operational Continuity in Resolution, including addressing the implications of adoption of FinTech by the banking industry on operational continuity. She also represented the HKMA in participating in the Financial Stability Board’s development of guidance related to bank resolution.

Prior to this, Maha was Head of Department for Early and High Growth Oversight leading the Financial Conduct Authority’s (FCA) response to the Kalifa review of Fintech. A Senior Leadership Team member, she is setting up this new department from the ground up as part of the FCA’s strategy.
Maha served as Chief Payments Officer at Pay. UK on secondment from the FCA, responsible for running the payments operations of BACS, Faster Payments, Image Clearing Services and related managed services.

Dr. Makoto Takemiya is a computer scientist who has been active in the cryptocurrency and blockchain space since 2013. Michelle Ip has more than a decade of experience in insurance and insurtech start-ups, including greenfield market entries and business development across multiple countries in ASEAN like Cambodia, Myanmar and East Asia. She is a professionally trained CPA and started her career at PwC in assurance and corporate advisory.
Her career in the insurance industry started at AIA on the strategy team before moving to Manulife eventually becoming Associate Director. Michelle helped Manulife set up the first life insurance company in Cambodia in 2012 and was previously the founding member of the digital business of FWD Hong Kong. In 2018, she founded her fintech start-up, Sugar AI which was later integrated into bolttech.
Michelle joined IXT in 2022, helping IXT to expand its footprint to South Korea, Vietnam, Malaysia and Cambodia.
