Mr Daniel Cheung JP is currently the Deputy Commissioner for Digital Policy (Digital Infrastructure) of the Government of the Hong Kong Special Administrative Region. He supports the formulation of policies and strategic initiatives for driving the development of digital government and smart city in Hong Kong by strengthening local digital infrastructure, fostering the development of local IT industry and facilitating closer collaboration with the Mainland on the connectivity of digital infrastructures and data, with a view to laying a solid foundation for accelerating the development of digital economy. In addition, he oversees and implements policies and measures relating to project governance and cybersecurity of government IT systems. As a strong advocate for digital inclusion, Mr Cheung actively promotes wider adoption of digital technologies in the community. With over 30 years of professional experience in the field of IT, his expertise contributes significantly to the continuous advancement of Hong Kong’s digital landscape.
As the Deputy Commissioner (Data Governance), Mr. Donald Mak has been actively involved in promoting Government’s agenda for innovation, technology adoption and public services improvement. He also played a key role in the implementation of a number of digital government infrastructures (including the government cloud infrastructure, big data analytics platform, shared blockchain platform, consented data exchange gateway, iAM Smart, Digital Corporate Identity Platform) and the formulation and implementation of open data policy.
Mr. Mak joined the Government in 1989. Since then he has assumed various important duties including formulation and implementation of facilitation strategy and initiatives for ICT industry development, data centre development, digital inclusion, ICT co-operation with the Mainland and overseas economies as well as the implementation and management of various government ICT systems and services.
Mr Enoch Fung is currently the Chief Executive Officer (CEO) of the Hong Kong Academy of Finance (AoF). In this capacity, he also serves as the Executive Director of the Hong Kong Institute for Monetary and Financial Research (HKIMR), the research arm of the AoF.
Mr Fung joined the Hong Kong Monetary Authority (HKMA) in 2011, and had worked in various areas including the financial stability surveillance, market development, and international financial cooperation initiatives. Mr Fung has been on secondment from the HKMA to the AoF to take up the CEO post since July 2023. Prior to joining the HKMA, Mr Fung was a Senior Economist with Goldman Sachs (Asia), where he specialised in Asia-Pacific macroeconomic and investment research. Mr Fung holds a Bachelor of Science degree in Statistics and a Bachelor of Commerce degree in Economics from the University of Auckland, and a Master of Commerce degree in Advanced Economics from the University of New South Wales.
George Chou has been appointed as Chief Fintech Officer of the Hong Kong Monetary Authority (HKMA) since September 2023, with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia. He joined the HKMA in 2009 and had since taken up different positions, including overseeing technology risk management of banks, and licensing and supervision of stored value facilities, before being appointed as Chief Manager of the Financial Infrastructure Development Division in 2022. Prior to joining the HKMA, Mr Chou served various roles in the private sector of financial industry for over 10 years. Mr Chou holds a Bachelor of Computer Science and Engineering degree and a Master of Business System degree from the Monash University, and a Master of Management degree in Financial Management from the Macquarie University.
Ms Elizabeth Wong is a Director and Head of Fintech unit of the Intermediaries Division of the Hong Kong Securities and Futures Commission.
Her work involves the formulation of the Commission’s policy on fintech matters and leading and supervising the licensing application approval process for virtual asset trading platforms, robo-advisers, virtual asset fund managers and traditional securities and asset management firms. Prior to taking up this role, Ms Wong worked in the Investment Products Division and the Intermediaries Supervision Department and played a key role in Commission-wide policy initiatives including developing and enhancing Hong Kong as an international asset management centre and introducing guidelines for regulating the sale of investment products through online distribution and advisory platforms.
Ms Wong practised as a banking and finance lawyer in Hong Kong prior to joining the Commission.

Alvin is the Head of Supervisory Technology at the Hong Kong Monetary Authority (HKMA), responsible for implementing Supervisory Technology (Suptech) across different banking functions of the HKMA, facilitating the adoption of Regtech and Fintech in the financial services industry as well as overseeing the use of novel technologies such as Distributed Ledger Technology (DLT) and Generative Artificial Intelligence (Gen AI). Mr. Eric Jing is the Chairman and Chief Executive Officer (CEO) of Ant Group. He joined Alibaba Group in 2007 and became the President of Ant Group in June 2015. Eric was appointed as the CEO of Ant Group in October 2016, and assumed the additional role of Chairman in April 2018.

With more than 35 years’ experience in the financial services industry, Rob has previously held senior leadership roles in insurance, including Managing Director &Group Chief Operating Officer for FWD Group, President and CEO of AIG’s commercial insurance businesses worldwide and Chief Executive Officer of the Americas for AIG. Prior to that, Rob served as President and Chief Executive Officer of EMEA for AIG and was the Chief Financial Officer of AIG’s global property and casualty insurance business.
Rob was also a partner at Deloitte & Touche L.L.P. where, for 18 years, he used his public accounting experience to serve global financial institution clients, including MetLife, The Prudential Insurance Company of America, and Merrill Lynch.
Rob is a C.P.A. He earned his M.B.A. from the Wharton School of Business at the University of Pennsylvania. He holds an undergraduate degree from Rider University in New Jersey.
Outside of work, Rob can be found in the gym or competing in some of the world’s toughest endurance competitions such as the Ironman World Championships, and the Antarctic Ice Marathon
Alain Lam, aged 50, graduated from University of Oxford with a master's degree in Engineering in August 1998. He is a Vice President and the CFO of the Xiaomi Corporation, and the Chairman of Airstar Digital Technology.
Alain joined the Group in 2020. Prior to joining the Group, Alain worked at Credit Suisse (Hong Kong) as Managing Director and Head of the Asian Technology, Media and Telecommunications (TMT) Group of the Investment Banking division from January 2016 to October 2020. From July 1997 to December 2015, he worked at Morgan Stanley in the London, New York, Menlo Park and Hong Kong offices. Alain was responsible for leading many US IPO projects including those of Kingsoft Cloud, XPeng Motors and Pinduoduo, as well as Hong Kong IPO projects including those of Alibaba, Xiaomi, and NetEase.
Thomas G. Tsao co-founded Gobi Partners in 2002. Gobi’s regional platform supports entrepreneurs from the early to growth stages and has expanded to 13 locations across Asia.
In China, Tom and his partners were first-round investors into Airwallex, Dianwoda, Teambition, Tuniu, UR, and WaveOptics. He was named to the Forbes List of China’s Top VCs from 2013 – 2017. For two years, he served as CEO for DMG and created the world’s first subway soap opera starring Huang Xiaoming. In the early 2000s, Daniela became involved in the early web 2.0 community helping to advance the concept of digital identity and data portability as the pathway for people to reuse their data across interoperable applications.
Dong HE is Deputy Director of the Monetary and Capital Markets Department (MCM) of the International Monetary Fund (IMF). He has oversight responsibility for MCM’s work on digital currencies and fintech. He joined MCM in October 2014 and led MCM’s work on global financial stability analysis, monetary and macroprudential policies, and technical assistance on central bank operations.
Dong holds a doctorate in economics from the University of Cambridge. He started his career in 1993 when he joined the World Bank through the Young Professionals Program. He was a staff member of the World Bank during 1993-1998, of the IMF during 1998-2004, and of the Hong Kong Monetary Authority (HKMA) during 2004-2014. At the HKMA, he was Executive Director responsible for directing research and policy advice on issues relating to the maintenance of monetary and financial stability and the development of financial markets. He was also Director of the Hong Kong Institute for Monetary Research. He has published extensively on macroeconomic and financial market issues.

Before joining the WB, Ahmed managed the Payment Systems Department in the Central Bank of Egypt for twelve years and worked for IBM for seven years.
Ahmed led several WB projects in Sudan, Ethiopia, Pakistan, Kyrgyz Republic, Egypt, Yemen, Morocco, and Tajikistan; and co-chaired the electronic payment acceptance global initiative.
He worked with market Infrastructure projects, such as RTGS, CSD, cards switch, fast payment system, and ACH; fintech initiatives such as CBDC, and digital assets and stablecoins regulations; financial inclusion, including regulations of mobile wallets and interoperability.
Ahmed co-authored or participated in a number of CBDC reports including the WB “CBDC, A Payments Aspect”, the WB/BIS report “CBDC and financial inclusion”, the G7 “Public Policy Principles for CBDC”, and two G20 reports on “Cross-border CBDC”. Two more reports are under publication, “FPS and CBDC Interoperability”, and “Wholesale CBDC, positioning wCBDC within the NPS”.
Ahmed contributed to capacity building sessions addressing different aspects of CBDC with more than ten central banks.
Ahmed is contributing or contributed to developing CBDC proof of concepts with five central banks in five different proof of concepts addressing different CBDC use cases, such as CBDC issuance, banks on boarding, clients onboarding, p2p transfers, p2m transfers, bulk payments for g2p transfers, and developing cross-border hub connecting two CBDC domestic systems, adding to that an internal (WB) PoC for interoperability of FPS with rCBDC and wCBDC systems.
Ahmed represented the WB in a large number of conferences as a speaker or panelist for different payment systems topics. Ahmed represents the WB at the CPMI committees on CBDC, Future of Payments (FOP), Community of Practice for central banks (COPS), and cross-border payments interoperability and extension (PIE) task force.

Aleck is the CFO of First Digital Trust. Apart from leading its finance team based in different jurisdictions to overview all of the Group's financial and accounting activities, Aleck is also involved in FDT’s fundraising and restructuring. Prior to joining FDT, Aleck was the Asia CFO of a Sweden-listed private equity group with dental prosthetics manufacturing arms in Mainland China and Southeast Asia. He gained unprecedented experience delivering crisis management solutions during the COVID-19 pandemic. Aleck was a British Chevening Scholar and obtained his MSc in Economics and Strategy from Imperial College London. Alex Wong assumed the role of Head of Business Banking at Hang Seng Bank in August 2023. He is a seasoned banker with a wealth of expertise in corporate financing, cash management, credit risk control and diverse commercial banking services. Prior to his current appointment, he held several senior positions in the bank and has over 20 years of business experience in the markets of Mainland China and Hong Kong. His work in Deloitte also included performing operational and commercial due diligence for leading PE firms like KKR. While in Deloitte, Ben was the Lead Deal Advisor on the historic 2014 Gas Sales Purchase Agreement (GSPA) between two Middle Eastern countries for the supply of $10 billion of natural gas over 15 years.
Throughout his career, his focus has been M&A in corporate and private equity entities and restructuring, both at HSBC investment bank in London and Dubai and in Accenture’s integration/separation practice in North America.

Benjamin Mosk is a Senior Financial Sector Expert at the International Monetary Fund (IMF), in the Global Markets Analysis Division of the Monetary and Capital Markets Department. He has recently led the IMF's analytical work on the impact of AI on capital markets. This work features in a chapter of the October 2024 Global Financial Stability Report. Mr. Mosk is also a lead editor of the IMF’s Global Markets Monitor. He specializes in the role of non-bank financial institutions in financial markets. Before joining the IMF, Mr. Mosk held various positions at the European Central Bank, and was a Research Fellow at Stanford University. Bénédicte is the Head of the BIS Innovation Hub, Hong Kong Centre. Prior to this appointment, she was a managing director at SC Ventures, the innovation arm of Standard Chartered Bank that leads a series of new ventures across digital banking, banking as a service, SME finance and blockchain. From 2018-2019, she was the Vice President of International Government Relations at Circle, involved in the evolution of blockchain and digital assets. From 2012-2018, she was the Head of Risk & Strategy of the Hong Kong Securities and Futures Commission (SFC), and in that capacity also acting as the Vice Chair of the Committee on Emerging Risks and the Fintech research lead for the International Organization of Securities Commissions (IOSCO). Caroline serves as the Marketing Director for APAC at Serotonin, a global web3 services firm dedicated to bringing breakthrough technologies to market. In addition, she co-chairs the Web3 & Blockchain Committee for the Fintech Association of Hong Kong. At Serotonin, Caroline develops and implements diverse go-to-market strategies that drive growth in the Web3 sector and accelerate the adoption of decentralized technologies.

Cecilia Skingsley became Head of the BIS Innovation Hub in September 2022. She is a member of the BIS's Executive Committee. Previously, she held the position of First Deputy Governor of the Riksbank since November 2019.
Most recently she chaired the BIS's Committee on Payments and Market Infrastructures Future of Payments Working Group, was the Governor of the Riksbank’s alternate on the General Council of the ECB and member of the Advisory Technical Committee (ATC) of the European Systemic Risk Board (ESRB).
Prior to holding the position of Deputy Governor of the Riksbank from May 2013 to November 2019, Ms Skingsley held various roles including Head of FX and Fixed Income Research and Chief Economist at Swedbank (2007-2013); financial journalist and Head of Financial Market Section at Dagens Industri (2000-2007); Macro Analyst, ABN Amro Bank (1998-2000).
Ms Skingsley holds a degree in economics and political science from Stockholm University. She received a financial analyst degree from SSE Executive Education at Stockholm School of Economics (formerly IFL at Stockholm School of Economics) and studied journalism at Poppius School of Journalism in Stockholm.
