Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.

Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.

Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.

陳茂波先生是會計師,他是香港會計師公會前任會長。

在加入政府前,陳先生曾擔任多項公職,包括立法會議員及法律援助服務局主席。

Mr Hui has been Secretary for Financial Services and the Treasury since 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.

He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multi-national companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.

Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Schemes Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.

Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).

許正宇自2020年起出任財經事務及庫務局局長。他擔任香港鐵路有限公司董事及香港機場管理局董事會成員,並為九廣鐵路公司主席。

他於1999年至2003年期間任職特區政府政務主任,曾被調派到經濟發展科,香港特區政府駐北京辦事處和民政事務總署服務。許正宇在2003年離開政府後曾在香港交易所工作達13年,出任市場發展科董事總經理兼項目管理主管,亦擔任過上市和市場發展部門不同的高級崗位;也曾在私人市場一些跨國企業就職。他於2019年至2020年出任香港金融發展局行政總監。

許正宇曾經出任不同公職,包括香港城市大學校董會、強制性公積金計劃管理局程序覆檢委員會、香港交易所上市覆核委員會,以及香港會計師公會紀律小組的成員。

許正宇持有英國牛津大學哲學、政治及經濟系榮譽學士與碩士學位,以及INSEAD工商管理碩士學位。他亦曾參與史丹福大學行政人員培訓課程。

Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2022. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of intellectual property and consumer protection to boosting inward investment.

Before joining the Government, Mr Yau held key managerial positions in the aviation and logistics sector. He was Chief Executive Officer of Greater Bay Airlines, and prior to this, Chief Executive Officer of Cathay Dragon, Executive Director of Cathay Pacific Board, and Director Service Delivery of Cathay Pacific. Mr Yau managed different aspects of business operations throughout his career in the private sector, and also served on various advisory bodies of the Government.

Mr Yau holds a Bachelor of Business degree in Transport and Logistics from the Royal Melbourne Institute of Technology University. He is also a fellow of the Chartered Institute of Logistics and Transport in Hong Kong.

丘先生於2022年7月1日出任商務及經濟發展局局長,職責範疇涵蓋商貿、電訊和廣播政策,亦包括推動保護知識產權和消費者權益的工作,以及促進外來投資。

丘先生加入政府之前,在航空及物流業出掌要職,擔任大灣區航空公司行政總裁、國泰港龍航空行政總裁、國泰航空董事會執行董事及國泰航空航空服務董事。丘先生任職私營機構期間,掌管不同範疇的業務運作,亦參與多個政府諮詢組織的工作。

丘先生獲澳洲墨爾本皇家理工大學商業(運輸及物流)學士學位,亦是香港運輸物流學會資深會員。

Mr Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019.  He began his career as an Administrative Officer in the Hong Kong Government in 1986.  He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later.  He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.

Mr Yue has participated in numerous areas of the HKMA’s work.  During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development.  Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.

Mr Yue was educated at the Chinese University of Hong Kong and the Harvard Business School.

余偉文先生於2019年10月1日起出任香港金融管理局總裁。他於1986年加入香港政府為政務主任,其後於1993年加入當時新成立的金管局,一年後擢升處長。他於2001年獲委任為助理總裁,並於2007年獲委任為副總裁,直至出任現職。

余先生在金管局先後負責不同範疇的工作。任職副總裁期間,他負責儲備管理、研究事務、對外事務以及市場發展,推動了多項重要金融政策和項目。余先生積極參與了金融危機的應對工作,並在優化聯繋匯率制度的過程中擔當重要角色。

余先生畢業於香港中文大學及美國哈佛商學院。

Mr Cheung has been serving as the Chief Executive Officer of the Insurance Authority since August 2018 after retirement from the Administrative Service.  Senior positions that he held in the Government include Commissioner of Insurance (2006-2009), Postmaster General (2009-2011), Commissioner of Customs and Excise (2011-2015), and Secretary for the Civil Service (2015-2017).

At the global and regional levels, Mr Cheung is a member of the Executive Committee of the International Association of Insurance Supervisors and Chair of its Audit and Risk Committee, an incumbent member and former Chairman of the Asian Forum of Insurance Regulators (2018-2023), as well as a member of the Professional Advisory Board set up by the Asian Institute of International Financial Law at the University of Hong Kong.

張先生從政務職系退休後,自2018年8月起出任保險業監管局行政總監。他曾服務的高級政府崗位包括:保險業監理專員(2006至2009年);香港郵政署署長(2009至2011年);海關關長(2011至2015年);以及公務員事務局局長(2015至2017年)。

在環球及區域層面上,張先生是國際保險監督官協會執行委員會成員和其審計及風險委員會主席、亞洲保險監督官論壇的現任成員和前主席(2018至2023年),以及香港大學亞洲國際金融法研究院的專業委員會成員。

Dr Eric Yip is a member of the Securities and Futures Commission (SFC). He is also an Executive Director heading the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. The Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness.

Dr Yip is a seasoned financial professional having in-depth knowledge of the operation and regulation of the financial markets in Hong Kong and Mainland China. Prior to joining the SFC, he held senior roles in banking, asset management and Hong Kong Exchanges and Clearing Limited. He began his career as a Management Consultant at McKinsey and Company.  

Dr Yip sits on the SFC’s Executive Committee.

葉志衡博士是證券及期貨事務監察委員會(證監會)委員,亦是掌管中介機構部的執行董事。中介機構部由中介機構監察科及發牌科組成,主要負責執行發牌規定和持續監督持牌機構,重點監察其業務操守及財政穩健狀況。

葉博士是一名資深金融專業人員,對香港及中國內地金融市場的運作和規管有深入認識。加入證監會前,他曾在銀行和資產管理界別及香港交易及結算所有限公司出任高層。他於麥肯錫公司展開其事業,當時擔任管理顧問一職。

葉博士是證監會執行委員會委員。

Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.

Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.

Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council.

Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.

陳浩濂由二零一七年八月十六日起出任財經事務及庫務局副局長。

陳浩濂擁有多年出任跨國銀行高級行政人員的經驗,包括曾為東方匯理銀行環球市場部董事總經理,及渣打銀行金融市場部董事總經理。

在加入政府前,他曾服務多個專業及公共機構,包括香港財經分析師學會副會長、香港證券及投資學會董事、金銀業貿易場顧問及香港總商會理事,他亦曾出任中西區區議員。

陳浩濂持有美國密歇根大學經濟學(榮譽)及心理學學士學位,並擁有特許財務分析師的資格。

Ms. Cheong joined the Government in 2017 as Political Assistant to the Secretary for Innovation and Technology and was appointed as Under Secretary for Innovation, Technology and Industry in July, 2022.

Before joining the Government, Ms. Cheong served as Assistant to Executive Director and Joint General Manager at a listed company, and had experience in operation and management of real estate development, cross-boundary retail, technology investment, business development and restructuring, digital transformation, investor relations, etc. In addition to profound knowledge in the business sector, Ms. Cheong has extensive public service experience including serving as a co-opted member of the Community Building Committee of the Wan Chai District Council, adviser to a think tank, etc.

張女士於2017年加入政府出任創新及科技局局長政治助理,並於2022年7月獲委任為創新科技及工業局副局長。

加入政府前,張女士曾任職上市集團執行董事兼聯席總經理助理,管理和營運集團房地產開發、跨境零售、創科投資、業務開發重組及數碼轉型、投資者關係等。除了扎實的營商經驗,張女士亦擁有豐富的公共服務經驗,包括曾任灣仔區議會社區建設委員會增選委員及智庫顧問等。

Celina Chan heads up Sustainable Finance for OCBC Bank in Hong Kong. OCBC is the longest established Singapore bank and is one of the world’s most highly-rated banks.

OCBC, as an early mover in mobilising capital to support corporates’ sustainable transition, has recently surpassed its target of S$50 billion (~HK$300 billion) in sustainable financing by 2025. Prior to joining OCBC, Celina was at HSBC as an International Manager where she was a corporate banker in Hong Kong, Sri Lanka, and the UK; and where she managed regional and global strategies for the bank. She specialised in impact finance when she was awarded a scholarship to complete an MBA at the University of Oxford.

Charles Bedford is Chief Impact Officer and Founder at Carbon Growth Partners (CGP), a leading global investment manager in carbon finance.  He’s also a Professor at the Hong Kong University of Science and Technology.   Prior to CGP, he served as Regional Managing Director for The Nature Conservancy’s (TNC) Asia Pacific Region and in a variety of other conservation leadership positions. Based in Hong Kong, Charles has worked closely with leaders and local communities across Asia, the Pacific Islands, New Zealand and Australia to advance climate, marine, freshwater and land conservation projects that benefit people and nature. He has also focused on building the capacity amongst the region’s business and government leadership to address complicated conservation problems.

Prior to joining TNC, Charles served as director of the Colorado State Land Board, overseer of 3 million hectares of state lands, was Legal Counsel to Colorado Governor Roy Romer and practiced law with the firm of Kutak Rock. He graduated from Georgetown University’s School of Foreign Service and holds a JD from the University of Colorado School of Law. He is a frequent commentator in the Asian press on conservation and climate issues, as well as the author of journal articles and a book on land tenure and conservation.

Mr Charles Hung is the CEO & Executive Director of Blue Insurance Limited. He has been in this role since April 2017, and is instrumental in the launch of Blue, which is the first digital life insurer in Hong Kong and a joint venture between Aviva plc., Hillhouse Capital and Tencent Holdings Limited. Charles is responsible for leading and managing Blue’s business strategies. Previously, he was the Chief Risk Officer of Aviva Asia.

Charles has close to 30 years' experience in business development, innovation, technology & operations, and risk management spanning across insurance, asset management and banking sectors in Asia, Europe and the United States. Before joining Aviva, Charles was with HSBC Holdings where he was the Chief Risk and Administration Officer, GSWD. Prior to that, he was Chief Operating Officer, Asia for HSBC Private Bank (Suisse) SA.

Before venturing into the banking sector, Charles spent over a decade in the insurance industry in AIA China, PCA Japan, and Prudential Corporation Asia. He also held several senior executive roles at leading financial institutions including Peregrine Holdings, Merrill Lynch and Goldman Sachs.

Charles holds a master's degree in Electrical Engineering and Engineering Fellowship from Cornell University. He also completed the Executive Management Program at INSEAD in France.

Mr. Charles Song, the Founder, Chairman, and CEO of Linklogis, holds a Bachelor’s degree in engineering from Huazhong Institute of Technology (currently known as Huazhong University of Science and Technology), and a Master’s degree in business administration from the University of Melbourne. He has over 30 years of experience in finance, internet, and technology related industries. Mr. Charles Song founded Linklogis in 2016. He is responsible for the overall strategic planning, business direction, and management of the Group. In April 2021, Linklogis was successfully listed on the main board of HKEX.

Mr. Charles Song has served as the finance strategic consultant at Tencent Technology, the President of China Resources Bank (“CR Bank”), and the Global Head of Corporate Trust and Loan Agency Services at HSBC. Mr. Charles Song is the founding director of China Securitization Forum, and was a member of the steering committee of The International Capital Market Association. He has also worked in JPMorgan Chase Bank and Australia and New Zealand Banking Group. Mr. Charles Song has rich experience in the capital market, asset securitization, commercial banks and transaction banking. He created the business model of “asset-light bank” in China and made many beneficial attempts in this field.

Mr. Chen is the Chief Sustainability Officer of Ant International. He leads the international sustainability initiatives and the implementation of the sustainable development strategy of Ant International businesses. He is also responsible for International Public Policy and Government Affairs of Ant International.

Mr. Chen has been a senior executive member of Ant Group since March 2016 and served as Ant Group’s General Counsel from March 2016 to May 2020. In his day-to-day responsibilities, Mr. Chen undertakes a broad range of regulatory engagements in connection with Ant International’s business activities. Prior to joining us, Mr. Chen was a partner at Simpson Thacher & Bartlett LLP, a New York-based international law firm where he led the China practice and worked on a variety of equity and debt offerings. Mr. Chen has extensive experience in corporate governance and regulatory matters. He is qualified to practice law in the State of New York and is a solicitor of the High Court of Hong Kong. Mr. Chen obtained a Juris Doctor (J.D.) from Osgoode Hall Law School, York University in Toronto, Canada.

Gong Cheng is Moody’s Chief Credit Officer for Asia-Pacific (APAC). Based in Hong Kong SAR, China, Gong is also a Managing Director for the agency’s APAC Credit Strategy and Research Group. He is responsible for developing Moody’s views on emerging risks, conducting cross-sector macro research and aligning credit views across various industry sectors in the region. He chairs the APAC Credit Council and is a member of Moody’s Macroeconomic Board, which sets the agency’s global forecasts that inform rating assessments.

Prior to joining Moody’s, Gong had worked extensively in the public sector since 2010, including the Bank for International Settlements (BIS), European Stability Mechanism (ESM) and Banque de France, the French central bank. He led policy and research work on green finance, Asian economies, crisis resolution and sovereign debt. He was a member of the Central Banks and Supervisors’ Network for Greening the Financial System and led working groups on green and transition finance and central banks’ net-zero investments. He had also served as an official representative of the ESM and BIS in the G20 International Financial Architecture Working Group, dealing with international issues such as official-sector ending, sovereign debt restructurings, global imbalances and reforms in the international monetary system.

Gong holds a PhD in economics from Sciences Po Paris and master's degrees in finance and international political economy from Sciences Po Paris and London School of Economics. He has published extensively on topics such as net zero transition, climate finance, sovereign debt restructuring and fiscal and monetary policies.

Clara left the SFC in 2021 and set up her consulting firm which serves major local and international clients in the financial industry.  Her firm boasts an experienced team of ex-SFC senior licensing managers, lawyers and professionals, and specializes in novel licensing applications in Hong Kong, such as licences for crypto exchanges (VATP/VASP), virtual asset businesses for securities brokers, participating dealers of crypto ETFs with virtual assets in-and-out, virtual asset omnibus account business models, tokenisation projects and automated bond trading platforms. Through all her work, Clara has a vision to enhance the VA regulatory requirements, bridge the gap among the financial industry, financial regulators and the Government, and push for the robust financial market development in Hong Kong.

Duncan has been a driving force in Hong Kong’s innovation and technology (I&T) development since early 2000. He is an active advocate of I&T policies, an experienced entrepreneur and investor, and is often regarded as the leading figure in the local I&T industry.

Duncan was elected to the 7th term on the Legislative Council in 2022. In addition to serving the industry, he frequently proposes initiatives related to I&T, financial, economic and public health affairs. The relevant authorities recognise them as contributory and specialist input in the formulation of policies and improvements to governance.

Duncan has been a key contributor to the upstream, midstream and downstream sectors of Hong Kong’s I&T ecosystem. In the upstream sector, he serves as Chairman of Advisory Committee of the Department of Systems Engineering & Engineering Management of The Chinese University of Hong Kong, and as a Member of Advisory Committee of The Hong Kong Polytechnic University. In the downstream sector, he is Chairman of HKTDC Information & Communications Technology (ICT) Services Advisory Committee and Convenor of Innovate for Future, a think tank representing some of the leading startups. Besides his role in LegCo, Duncan is a professional investor, having participated in or invested in hundreds of I&T projects. He frequently shares his insights at industry forums and serves as a mentor to numerous young entrepreneurs.

Georgina joined Accenture as a Management Consultant in 1993 and has spent most of her career running large and complex programmes of change.  She joined the technology division and worked in a range of different industries before moving into the Financial Services sector in 1997 where she was part of the team who successfully implemented SETS (the London Stock Exchange Electronic Trading System).

Georgina joined HSBC in 2004 (as a consultant) and worked as part of the Global Markets Management Office for 4 years.  She joined the Bank as a permanent member of staff in 2006.  In July 2009 she became the Global Programme Director, Equity Prime Services leading the build out of this new business for the bank Globally.  In March 2012 she took on the role of Global Head of Business Transformation, Global Banking and Markets leading the transformation of the business and its infrastructure front to back.  In October 2015 she moved to take on the role of Head of Transformation, Global HR where she led two pioneering HR flagship programmes, building the HSBC University and leading “True North”, the wholesale transformation of the Bank’s HR function putting the platform into the cloud across 64 countries and 285,000 staff Globally.  This was one of the biggest ever undertakings of its type, and certainly the only one ever delivered in the Financial Services industry at this scale.  In September 2019 Georgina went on to lead the Transformation, Digital and Innovation team for the Group’s Private Banking business.  The portfolio covered regulation, Business growth and cost reduction initiatives as well as the pivot to digitalisation.

In September 2022 Georgina began a new role as Managing Director, Head of FinTech and Digitalisation for ICMA, leading the development and implementation of the Association’s FinTech and Digitisation strategy, cross-cutting all fixed income market segments where ICMA has a presence. Encompassing all elements of market electronification, automation, standardisation and data management and commercialisation and actively leading the engagement with ICMA’s FinTech Advisory Committee (FinAC).

As Head of Sustainable Finance and Investment, Asia Pacific, Helena is responsible for the London Stock Exchange Group’s sustainable finance and investment strategy across the Asia Pacific region. A core part of her role is client and industry engagement on a comprehensive range of products and data and analytics solutions to support the integration of sustainability into investment and financing decisions. Working with research and leadership teams, she has a responsibility for developing the London Stock Exchange’s Asia Pacific sustainable finance and investment product strategy and expansion in the region.

Helena’s experience prior to joining LSEG includes ESG integration, equity analysis and advising on philanthropy for asset managers, institutional clients and family offices. She has been working as an expert in ESG and sustainable investment since 2008, including providing advisory research on stewardship implementation for pension funds and family office clients, drafting responsible investment policies and integrating sustainability considerations into both active and passive portfolios. Helena relocated to Hong Kong in 2014 from London – a key hub for ESG investments, where she worked for the responsible investment arm of Hermes Investment Management, enabling pension funds and asset managers to integrate sustainability criteria into passive and active portfolios.

Henri started his career as a financial markets and funds lawyer in Canada and Hong Kong before joining UBS Investment Bank’s prime brokerage capital consult-ing team.

Henri speaks five languages, including English, French, Armenian, Spanish, and Mandarin Chinese.

He holds a Master’s in Chinese Law from Tsinghua University; a joint Global Ex-ecutive MBA from Columbia Business School, London Business School, and Hong Kong University; a Bachelor of Law from the University of Montreal (Dean’s List of Excellence), and a Master’s in Transnational Law from the University of Sherbrooke, where he was awarded the Governor General of Canada Gold Medal for Academic Excellence for having graduated with the highest grades of the university.

Dr Henry C. B. Chan received the B.A. and M.A. degrees from the University of Cambridge, U.K., and the Ph.D. degree from the University of Bri>sh Columbia, Canada. He conducted various research projects and co-authored research papers published in a variety of journals. He is currently an Associate Professor and an Associate Head of the Department of Computing,The Hong Kong Polytechnic University (PolyU). His research interests include networking/communications, Internet technologies, and computing education. Dr Chan is currently an Associate Editor for the IEEE Transactions on Learning Technologies. He was the Chair (2012) of the IEEE Hong Kong Section and the Chair (2008–2009) of the IEEE Hong Kong Section Computer Society Chapter. He was the General Chair of the IEEE International Conference on Teaching, Assessment, and Learning for Engineering (TALE) 2012. He was the recipient of the 2022 IEEE Education Society's William E. Sayle II Award for Achievement in Education and of the 2015 IEEE Computer Society's Computer Science and Engineering Undergraduate Teaching Award. At PolyU, he was the recipient of four President's Awards. Under his supervision/guidance, his students received many awards.

Honnus is an experienced financial leader and TMT (tech, media & telecom) start-up expert with a successful 20-year career in building multi-billion-dollar corporate businesses in Asia. Currently, she serves as the Co-founder and Chief Strategy Officer of On-us Group, a fintech company in Asia. Honnus is an Independent Non-Executive Director of two Hong Kong-listed companies . She also serves as a mentor at Cyberport, she1K (a SEA female Angel investment network in SEA), and as a visiting lecturer at Hong Kong Polytechnic University and University of Hong Kong.

Honnus kick-started her TMT career at Travelzoo and Yahoo, where she played a key executive role in scaling both enterprises from zero to multi-billion-dollar companies in the Asia-Pacific region. She was a founding executive for both companies in Asia. Prior to that, she held various professional positions at American Standard Inc and PwC.

Honnus holds a bachelor's degree in commerce from the University of Queensland, Australia, and an EMBA from Kellogg School of Management and HKUST. In 2023, she won the Deloitte Technology Fast Outstanding Female Entrepreneur Award.
